NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE

Southeast Kentucky Community and Technical College (SKCTC)  completed reauthorization by the Department of Education in 2002 when Southeast Community College and Cumberland Valley Technical College merged to become Southeast Community College.  Southeast Community College changed its name to  Southeast Kentucky Community and Technical College July 1, 2004.   The Program Participation Agreement [1] has been approved through June 30, 2009.  The most recent Eligibility and Certification Approval Report (ECAR) was approved on August 18, 2005 [2].

SKCTC administers student aid from federal, state, Institutional, and private funding sources.  The majority of financial aid awards are federal Title IV funds.  SKCTC awarded $ 5,392,237 in Pell Grant funds during the 2004-2005 academic year.  A Department of the Student Affairs division, the Office of Student Financial Aid administers the Title IV funding in accordance with regulations of the Higher Education Act of 1965, as amended.  The Office of Student Financial Aid is managed by the Associate Dean of Student Affairs, who is assisted by five coordinators of financial aid. There is one coordinator on each campus [3].

SKCTC adheres to all federal regulations as set forth in the Federal Student Aid Handbook [4].This manual includes established procedures for cost-of-attendance calculations, verification, methodology for awarding of aid, determination of satisfactory progress, consumer information and other procedures required to comply with federal regulations.

The Kentucky Community and Technical College is required to have an external financial audit each year.   Financial aid audit for each KCTCS Institution is part of this process.  The audit is presented in the KCTCS Annual Financial Report which is presented in Standard 3.10.3.

SKCTC annually reviews and evaluates the quality of the administration and delivery of student financial aid.  The Graduate Exit Survey for 2004 indicated that 91% of the respondents were satisfied with the quality of financial aid services [5].

The official Cohort Default Rate has been reduced from 15.3 % for FY 2000 to 7.1 % for FY 2002 [6].

CONSUMER INFORMATION:

All students are given a Consumer Information sheet [7] during registration for each semester.  This Consumer Information sheet directs students to the SKCTC homepage for the following information:  Aids Guidelines; Code of Student Conduct; Crime Awareness; Drug Free Policy; Financial Aid Information; Graduation Rate and Transfer Out Rate; KCTCS Community College Catalog;  Sexual Harassment Policy; Student Grievance Procedures; Student Handbook; and Student Rights under FERPA. Students are notified that paper copies of all the documents listed above are available upon request at the Admissions Office on any SKCTC campus.  This information is also part of On-Line Orientation for all new  students.  Voter registration information is also available on the SKCTC website.  All full-time new students are required to enroll in GE 100 class. This is an 8 week orientation to college class.  Consumer  information is included in the curriculum for this class.  The Graduation Rate and Transfer Rate information is also listed on the Application for Admissions.   

A survey of students who completed On-Line Orientation for Fall 2004 indicated that 97% (308 students) stated that the orientation provided them with the following consumer information:  Drug Free Policy; Crime Awareness; Sexual Harassment Policy; and HIV/AIDS Guidelines.  The survey also indicated that 90% (303 students) stated that the orientation provided them with useful information about financial aid programs [8].
