Standard 2.7.4: The Institution provides instruction for all course work required for at least one degree program at each level at which it awards degrees.  If the Institution makes arrangements for some instruction to be provided by other accredited Institutions or entities through contracts or consortia, or uses some other alternative approach to meeting this requirement, the alternative approach must be approved by the Commission on Colleges.  In all cases, the Institution demonstrates that it controls all aspects of its educational program. NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE

Southeast Kentucky Community and Technical College (SKCTC) ensures control of all aspects of consortium programs and ensures quality of educational courses offered through the contractual agreements, following KCTCS Administrative Policy 4.10:  Consortial Relationships and Contractual Agreements [1].

SKCTC provides instruction for all on-campus course work required for the AA and AS degrees. For the AAS degrees offered through SKCTC, instruction is provided completely with the exception of Radiography and Physical Therapy, which participate in joint programs with Hazard Community and Technical College.  Memoranda of Agreement (MOA) have been signed between the two colleges to offer the programs jointly, sharing faculty and administration [2] [3].

SKCTC is a partner with the Kentucky Virtual University (KYVU), as are all 2- and 4-year public Institutions in Kentucky, and has signed an MOA [4] with KYVU with regards to delivering web-based instruction from the other Institutions [5] [6].  The KYVU Mission:

“The mission of the Kentucky Virtual University (KYVU), the state's official virtual campus, is to be student-centered, technology-based utility for the support of lifelong learning. The KYVU simplifies access to quality college credit, professional development, and supplemental studies. The KYVU provides a single access point to statewide learning support services, including KYVL, thus serving as a seamless transition to higher education for Kentucky citizens.” [7]
