NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE

Southeast Kentucky Community and Technical College has been in continuous operation since its founding in 1960, as the Southeast Center of the University of Kentucky.  Initial enrollment was 256 students.   Following the authorization of a community college system in 1964 by the Kentucky General Assembly, Southeast Center became Southeast Community College on July 1, 1964.    In 1987, the College began offering courses in Bell County, using leased space in Middlesboro.  Increasing enrollment in the Bell County area hastened the opening of a new campus in August 1995.  The College opened a campus in Letcher County in the fall of 1990 after a group of local citizens raised the necessary funds to renovate a donated building. 

In the spring of 1998, the governance of the Community College System passed from the University of Kentucky and came under the newly formed Kentucky Community and Technical College System (KCTCS) through passage of the Kentucky Postsecondary Education Improvement Act of 1997 [1]. At the same time, the postsecondary technical schools in the Kentucky TECH system moved from Workforce Development Cabinet and became the Technical College Branch of KCTCS.         

Southeast Community College and Cumberland Valley Technical College, both serving the same area of Southeast Kentucky, consolidated in January 2002 [2].  The College received approval for consolidation from the Southern Association of Colleges and Schools at its December 2001 meeting [3]. The consolidated college has five campuses covering three counties.  The name of the Institution was officially changed to Southeast Kentucky Community and Technical College July 1, 2004 [4]

Southeast Kentucky Community and Technical College currently has 1964 students enrolled in degree-seeking programs.  Enrollment over the past five years:
