NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE
The primary means for access to student records - both academic and financial aid documents – is through the student information system (PeopleSoft). Access to this system is controlled through security levels assigned in accordance with the needs of an employee’s position. Passwords must be changed every 90 days. Additional information on daily and monthly backups, as well as a disaster recovery, is provided in Comprehensive Standard 3.4.11.
Physical access to student records is protected through limited access to files and offices. Workers in these offices are required to sign a non-disclosure form and can be terminated for breach of confidentiality.
SKCTC is compliant with Federal Education Right to Privacy Act (FERPA) and protects the confidence of all student information and records as defined in the law. This notice is published in the KCTCS catalog (p.59 2004-05 edition) [1] and in the Student Code of Conduct (p.4,5) [2]. This information is also available on the SKCTC Student Affairs Webpage [3].
The Registrar has been designated by the President as the security contact who is responsible for managing local user access to student records based on user responsibilities.
As a state supported postsecondary Institution, SKCTC also adheres to data collection guidelines promulgated by the Council of Postsecondary Education in Comprehensive Database Reporting Guidelines for State Supported Institutions 2005-2006 [4]. All data reported to the CPE originates at the Kentucky Community and Technical College System but is checked for accuracy by the SKCTC registrar.
