NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE
Student rights and responsibilities are delineated in the KCTCS Code of Student Conduct [1]. As part of the College’s On-Line Orientation [2], new students are made aware of this document and are given directions on how to access the student code electronically. Also, in GE 100 (Introduction to College), which all incoming freshmen are required to take, students are given a hard copy of this document [3]. Hard copies are also available on any campus at the Admissions Office. Additionally, the faculty [4] and student handbooks [5] identify student rights and responsibilities parallel with faculty rights and responsibilities.
The following is an example of how we handled a most recent case where a student was in violation of the Student Code:
A supervisor of a part-time employee reported to the Dean of Student Affairs that a student had threatened to shoot her. The Dean immediately imposed a temporary sanction, that would not allow the student on any KCTCS properties. The student was served a letter at home by the local police stating that she was not allowed on any KCTCS properties and the reason for the sanction. The student was also informed of her rights to appeal this decision. The student did appeal this sanction and the Appeals Board heard the case. The Appeals Board made a recommendation to the Chancellor that we impose an Educational Sanction. The Chancellor approved the Appeals Board recommendations. This meant that the college would work with the student in order for her to graduate in December, but she would not be allowed on any KCTCS properties. The college paid instructors to work with the student at the local library and via email. The student completed graduation requirements. The student was also informed that she would not be allowed on any KCTCS properties until August of 2006.
