NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE
SKCTC provides for the responsibility and authority of the faculty of SKCTC in academic and governance issues through published policies including the SKCTC Rules of the Faculty [1], KCTCS Board of Regents Policy 1.4 (Internal Governance Structure: KCTCS Senate) [2], the KCTCS Rules of the Faculty Senate [3], KCTCS policies on Academic Freedom [4], and the role of Faculty in Program Approval [5].
The Rules of the Faculty confirm that the Faculty has primary responsibility for monitoring and making recommendations in regard to academic policies and curricula, courses and other academic offerings, policies and regulations governing admission classifications, probation and dismissal of students, academic calendar, candidates for degrees and certificates, criteria for faculty appointment, promotion, and tenure, and changes in the Rules of the Senate. The Rules also specify the membership, terms, and voting rights of faculty and staff.
The KCTCS Board of Regents Policy 1.4 defines the governance structure of the Senate and further describes the local college faculty governance as it applies to SKCTC. KCTCS policies on Academic Freedom (as evidenced in Standard 3.7.4) ensure freedom of thought and expression. The Faculty’s role in program approval is described in KCTCS policy 4.11 [5].
Comprehensive Standard 3.4.12 addresses the faculty role in curriculum development. SKCTC Faculty have sole responsibility for instruction, selection of course material, textbooks, and development of the syllabus.
SKCTC also provides for the authority of faculty through participation as members of college committees and councils that encompass all areas of administration and governance of the college. These include the following: Academic Review Committee, Academic Support Center Committee, Appalachian Center Committee, Appeals Committee for Performance Review, Appeals Committee for In-State vs. Out-of-State, Board of Student Publications, College Advisory Committee on Promotion, Clinical Laboratory Technology Admissions Committee, Community College Appeals Board for Student Code, Executive Committee, Faculty Affairs, Graduation Committee, Learning Resource Center Committee, Nursing Admissions Committee, Physical Therapy Admissions Committee, Policies Procedures and Communications Committee, Professional Development Committee, Program Development Committee, Radiography Admissions Committee, Respiratory Admissions Committee, Rules Committee, Safety Committee, Scholarship Committee, Surgical Technology Admissions Committee, Festival Committees, Web Governance and Oversight Committee, and Wellness Committee [6].
