NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE
Southeast Kentucky Community and Technicial College (SKCTC) has an effective Performance, Planning, and Evaluation (PPE) process in place for use by all regular SKCTC employees. The process was reviewed and updated, in collaboration with the KCTCS Performance Evaluation Workgroup, for use in the 2005-06 performance year. The process is designed to facilitate an open discussion for all employees and their supervisors in defining job expectations and corresponding outcomes [1].
The KCTCS Performance, Planning, and Evaluation Form (KCTCS Form HR 91) [2] is used in the PPE process. The annual evaluation becomes a natural extension of performance planning. From the performance planning process to completion of the final evaluation, an effective performance evaluation process is a continuous year-long cycle. Categories evaluated during the PPE process include: Position Responsibilities (Instruction, Advising); Internal/External Service; Professional Development; and Leadership. The review cycle begins with the Planning Stage of the document, which must be completed prior to August 1. The Planning Stage form encompasses the Distribution of Effort agreement, which includes a percentage of time dedicated to each category of responsibility. The optional mid-year review, if conducted, must be completed by November 30. The Annual Performance Evaluation is completed by March 1 and includes identified outcomes, areas of growth, and areas for improvement. Evaluation categories include five areas: “(1) consistently exceeds expectation of the job requirements, (2) meets and frequently exceeds job requirements, (3) fully meets job requirements, (4) some improvement needed to meet job requirements, and (5) does not meet job requirements”. The Annual Performance Evaluation also includes peer evaluations [3]. Faculty submit names for three of their colleagues and the division chair selects an additional three faculty to comment on the strengths and weaknesses of the individual faculty member. In addition, all faculty (full-time, part-time, online, dual-credit, and telecourse) are evaluated at least once per year using the Student Evaluation of Instruction [4]. Full-time faculty are evaluated by the students each fall semester, and adjunct and new faculty are also evaluated in the spring semester [5]. The results of the Student Evaluation of Instruction provide feedback to the instructor and are also used as an element of the overall Annual Performance Evaluation.
To appeal the rating on the Annual Performance Evaluation, faculty can utilize the faculty appeals procedure per KCTCS Administrative Policy 2.5.2.7 [6].
The KCTCS policies governing performance evaluation include Administrative Policies and Procedures 2.5 (“KCTCS Performance Review”) [7], 2.6 (“Promotion in Rank”) [8], and 2.11 (“Workload”) [9].
