NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE

The Institution meets the requirement and provides a convincing argument in support of its determination and a list of documents demonstrating compliance.

From the KCTCS Catalog, p. 61:

“KCTCS Colleges recognize that valid college-level learning experiences occur outside the traditional classroom setting.  Colleges will assist students in recognizing appropriate external experiences and applying  them toward a KCTCS Credential.”  Southeast Kentucky Community and Technical College reserves the right to validate the experience via the appropriate mechanism.

The following are some of the methods use to validate external experiences (pp 61-64, KCTCS Catalog) [1]:

1)      Advanced Placement—KRS 164.098 [2] requires Kentucky Institutions, including Southeast Kentucky Community and Technical College, to award credit for scores of 3 or higher on the AP exams.  A guide for AP exams can be found on pp 61-62 of the KCTCS Catalog.

2)      American Council on Education—students can earn credit for learning experiences in industry, business, and government as recommended by ACE.  These recommendations are found in The National Guide to Educational Credit for Training Programs.

1)      Certified Professional Secretary Examination—a student who passes the CPS exam, administered by the Institute for Certifying Secretaries of the Professional Secretaries International, may receive a maximum of 24 credit hours subject to earning 12 hours in residence at Southeast Kentucky Community and Technical College.

2)      Child Development Associate—The CDA credential awarded by the Council for Professional Recognition is recognized and will count toward 9 credit hours in Early Childhood Education (IECE 101, 102, 190) to students who earn credit in one IECE course.

3)      College Level Examination Program—Southeast Kentucky Community and Technical College awards credit for both the CLEP General and Subject Examinations, subject to the provisions listed on pp 63-64 of the KCTCS Catalog.

4)      Industry Standard Certification Examinations—students who pass appropriate examinations in Microsoft, Novell, A+, or Cisco programming may earn a maximum of 24 credit hours within that particular IT program of study.

5)      Military Service Related ExperienceA student may earn collegiate-level credit from courses taken through the United States Armed Forces Institute or the Defense Agency for Nontraditional Support Education, subject to earning a score of the 35th percentile on USAFI or DANTES examinations of interest.

SKCTC adheres to SACS-COC guidelines in awarding individual continuing education units (CEU) credit.  SKCTC also adheres to the guidelines established by Administrative Policy 4.4, Statement on the Accounting and Measurement of Workforce and Continuing Education [3] to ensure that it awards academic credit for coursework taken on a noncredit basis only when there is documentation that the noncredit coursework is equivalent to a designated credit experience.

1)                  A noncredit course may be converted to credit if there is an existing course using the same competencies and number of credit and contact hours as listed in the Catalog.  

2)                  If the course does not meet the existing course guidelines, an alternative approach using one of the Business and Industry Training Credits (BIT) for which a modified version of an existing course using selected topics and competencies and given fractionalized credit (0.2 to 6 semester credit hours) for the topics and competencies presented.  Faculty teaching the course must approve the competencies and credit assigned to BIT courses before it can be offered.  Most BIT courses are offered on a pass-fail basis only.
