NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE

Southeast Kentucky Community and Technical College (SKCTC) ensures the ongoing compliance of educational programs/courses offered through consortia relationships or contractual agreements by adhering to good educational practices and following:  

The overall mission [5] of Southeast Kentucky Community and Technical College is to increase access to all residents of the KCTCS Southeast District.  Southeast Kentucky Community and Technical College ensures ongoing quality control of consortium programming through regular program reviews, evaluation through the Institutional Effectiveness and Strategic Planning processes, and supervision through the Chief Academic Affairs Officer.

Southeast Kentucky Community and Technical College provides instruction for all course work required for the AA and AS degrees [6].  SKCTC provides instruction for all coursework required for the AAS degrees, with the exception of the following:

Memoranda of Agreement (MOA) have been signed between the two colleges to offer the programs jointly, sharing faculty and administration.  Program reviews have been positive, with several graduates in both programs since the MOA’s have been in place.

SKCTC, as a KCTCS college, has signed an MOA with the Kentucky Virtual University [9] (KYVU) to deliver collegiate-level online courses and programs.  KYVU offers over 30 online programs, including a complete online Associate in Arts program (Business Transfer Framework) and Associate in Applied Science degrees in Information Technology (Microsoft Networking) and Criminal Justice. 

The KYVU is a host-provider model designed to broaden program access for postsecondary education at all public colleges and universities in the Commonwealth.  Through KYVU, students at the local college (host) may enroll in online courses offered by other colleges (provider).  Transcripts for KYVU courses are issued by the host college; the provider college maintains faculty data.  Faculty hold, at a minimum, instructor credentials established by SACS-COC [10].  Faculty teaching KYVU courses are evaluated by students in the same manner that students evaluate faculty in traditional classes, using an online Student Evaluation of Instruction survey instrument. 

SKCTC also offers courses and programs in partnership with Kentucky Educational Television (KET) and the Kentucky Telecommunications Consortium.  The Consortium selects and administers all KET telecourses [11].  Through this consortium, students enroll at SKCTC, view the course via KET (either live, via videotape, or via web streaming if a course has an associated CMS), and use an assigned text and assignments provided through the telecourse.  The student and instructor from SKCTC communicate in person, via telephone, e-mail, USPS, or through a CMS (if a course is web-enhanced).  Instructors often require students to attend some on-campus sessions for each course as well.  KET courses are transcripted by the delivering college.  Faculty hold, at minimum, instructor credentials established by SACS-COC; usually, full-time faculty are the instructors for the courses.  Faculty teaching KET courses are evaluated by students in the same manner that students evaluate faculty in traditional classes.

Comprehensive requirements apply to agreements for instructional services through contracts with external entities.  Consistent with KCTCS Administrative Policy 4.15, Enrollment of High School and Adult Education Students [2], SKCTC has a comprehensive dual credit agreement with local area high schools through the Explore College program [12].   The public school districts involved include Harlan County, Harlan Independent, Bell County, Pineville Independent, Middlesboro Independent, Knox County, and Letcher County. Additionally, SKCTC participates in a state-wide dual credit agreement between KCTCS colleges and area technology centers (ATC) that allows ATC students to earn dual credit for courses in SKCTC technical programs.  All dual credit courses provided by SKCTC to area high school students in the secondary setting follow the same quality educational practices employed in traditional delivery modes on campus. 

In the case of high school faculty teaching SKCTC credit courses, the faculty members meet with college faculty to ensure the use of collegiate level standards and are provided a common course syllabus.  Students in these courses are held to the same standards as students enrolled in the college’s on-campus degree programs.  Faculty hold, at a minimum, instructor credentials established by SACS-COC.  Faculty members are evaluated using the same Student Evaluation of Instruction survey as is used for on-campus faculty [13].  Representatives from the college are assigned to each secondary school and visit each classroom at least twice per semester.  The high school principal also provides a written evaluation attesting to the quality being adhered to in the program.  Explore College personnel are involved in the Institutional Effectiveness and Strategic Planning model for continuous program quality and improvement.
