NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE

Southeast Kentucky Community and Technical College has an “open door” admission policy providing educational opportunities for students who have the desire to pursue a two year associate degree, to receive educational training leading to completion of a diploma or certificate, to receive customized training and workforce development opportunities for those individuals who are lifelong learners.  Students can be admitted as freshmen; students with advanced standing from other Institutions can be admitted as degree seeking, non-degree, or visiting students; or students can receive specific training to update job skills.  General admissions criteria are found in the KCTCS catalog (p. 51 of the 2004-05 edition) [1] and the college’s website [2]. All admissions policies adhere to state requirements as defined by the Kentucky Council on Postsecondary Education [3]. International students are also welcomed at SKCTC and are eligible to enroll subject to restrictions of federal immigration and homeland security.

While SKCTC has a general policy of open admissions, there are provisions in the KCTCS Senate Rules that support selective admissions to technical programs.  Admission to these programs is dependent upon the availability of resources for implementation of quality instruction, and the number of students admitted may be limited by these considerations.    Admission guidelines for these programs are outlined in the KCTCS- Rules of the Faculty Senate, Section IV, 3.0 Admissions to and Retention in Technical Programs [4].

At SKCTC, the following programs have additional admission requirements that must be met:  Academic/Career Mobility Program in Nursing (Rules of the Faculty Senate 3.16), Clinical Laboratory (3.5), Medical Assisting (3.14), Physical Therapist Assistant (3.9), Radiography (3.10), Respiratory Care (3.11.1), and Surgical Technologist (3.18).  Usually the additional requirements for admission to these programs involve acceptable high school grades, ACT scores, and  college grade point averages (all of which are set forth in the senate rules).  In addition, all programs require attendance to a pre-admissions conference and in some cases, clinical observation.  Detailed information regarding the selective admission process for these programs is discussed with applicants at the pre-admission conference.
