NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE
In regard to the program approval process, Southeast Kentucky Community and Technical College (SKCTC) adheres to the KCTCS Board of Regents policy 4.11.1 [1]. New programs are developed by faculty in response to an identified need in our service area for trained graduates. The path of curriculum approval begins with faculty at the local college level and then goes before the college’s Curriculum Review Committee that makes recommendations. If approved by the committee, the proposed curriculum is voted on by the entire faculty at the college [2] [3]. The proposal then goes before the Senate Curriculum Review Committee at the system level [4], which reviews the proposed curriculum and forwards it to the KCTCS Senate Council [5]. Upon approval, a program proposal from the college is sent to the KCTCS Board of Regents for final approval [6].
Each educational program features a specific set of program competencies or tasks. Additionally, each course in the program lists desired tasks to be learned and any prerequisites that need to be met. Besides monitoring the mastering of program competencies by students, program coordinators set program-specific goals in relation to several common key indicators and the degree of student learning.
Educational programs closely monitor several key indicators, such as program enrollment, retention rate, number of completers, job placement rate, and student satisfaction. In fact, the Office of Institutional Effectiveness assists program coordinators in gathering these data for annual program evaluations [7]. To gauge the degree of student learning, program coordinators rely on one or more of the following methods of assessment: national/state licensure exams, department-produced comprehensive exams, and skills/tasks checklists. Furthermore, many programs utilize the ACT Work Keys test to measure students’ acquisition of basic skills and general education competencies. Students enrolled in a practicum or cooperative education have their workplace skills and knowledge evaluated by the student’s worksite supervisor.
Program coordinators, the Office of Institutional Effectiveness, and the Program Review Committee rely on these two categories of data – key indicators and assessment of student learning – to evaluate program effectiveness, set new goals or revise current ones, and to make improvements to the program [8].
