NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE
KCTCS Board of Regents Policies 5.0 [1], 1.1 [2], 1.5 [3], and 1.3.3.1 [4] clearly establish that legal authority and operating control for policies at Southeast Kentucky Community & Technical College relating to affiliated corporate entities and all auxiliary services rests with the Board of Regents. These policies are consistent with and supportive of state statutes regarding conflicts with outside agencies and the operation of auxiliary enterprises. In addition, KCTCS Administrative Policies 5.4.1 and 1.5 provide guidelines for budgetary policies [5] and administrative structure [6].
