NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE
Kentucky Revised Statute 164.350 [1] confers upon the Board of Regents the legal authority to adopt and approve a biennial budget request and a current year operating budget and to establish and maintain procedures to insure that accounts are audited in accordance with approved financial reporting systems. In addition KRS 164.600 [2] gives the SKCTC Board of Directors the legal authority to approve the annual budget request for submission to KCTCS. A biennial budget request, which is a composite of requests from KCTCS’ 16 Institutions, is submitted to the Kentucky General Assembly. SKCTC accounts are audited annually in accordance with standards established by the National Association of College and University Business Officers (NACUBO).
