NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE
Southeast Kentucky Community and Technical College (SKCTC) maintains, operates, and completes planning for facilities on five campuses throughout the SKCTC district [1]. These facilities total 462,033 square feet [2], with nearly 400,000 square feet of net assignable space. A newly completed building has just opened on our Whitesburg Campus [3] with an area of 25,000 square feet. A new building project, involving an Alliance-Allied Health Building on the Cumberland Campus and an Allied Health Wing on the Middlesboro Campus, is in Phase II of planning [4].
SKCTC has a skilled and competent maintenance and operations (M&O) staff, as well as a dedicated custodial staff who keep the physical facilities in excellent condition [5]. M&O operates using a maintenance request system [6]. The goal of the SKCTC M&O staff on all five campuses is to effectively maintain buildings and grounds, to practice preventive maintenance and to complete work orders in a timely manner. SKCTC facilities preventive maintenance schedules and projects, as well as the M&O department procedures, are set forth in the recently updated Facilities Maintenance Manual [7]. This planning manual provides a centrally maintained and efficient guide for all future physical plant operations, yet allows for the individuality of each of our five campuses to be expressed.
A five year capital plan for SKCTC is reviewed each year through a system wide Kentucky Community and Technical College System (KCTCS) Strategic Needs Analysis (SNA) [8]. The SNA is developed through a series of work sessions beginning with careful consideration by the SKCTC President’s Leadership Team [9], The SNA is then reviewed and approved by the SKCTC faculty and professional staff. The plan is then submitted to KCTCS Board of Directors for review and approval [10]. SKCTC’s SNA then becomes part of the overall KCTCS Budget [11] and is submitted to the Kentucky Legislature for review; and when appropriate, funding.
In summary, SKCTC operates and maintains physical facilities, both on and off campus, that adequately serve the needs of the Institution’s educational programs, support services, and other mission-related activities.
