NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE

Southeast Kentucky Community and Technical College (SKCTC) is committed to providing a safe and healthful learning and working environment for all students, staff, faculty, and visitors.  These efforts involve several SKCTC administrators and faculty and staff committees and involve several endeavors, such as annual facility inspections and our Safety Committee [1], which meets regularly to review policies and make recommendations for improvement.  The college’s Safety Manual [2] was revised to meet the changing needs for personal safety.  Mandatory and voluntary safety training [3] is conducted on a regular basis.

Each SKCTC campus is assigned Safety Officers, under the guidance of the Dean of Operations [4], who are responsible for local safety inspections and for local response to   emergency events.  The Dean of Operations is responsible for training and coordination of Safety Officers and for reporting of any qualifying event.

SKCTC complies with federal and state safety regulations as required by the Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act [5] and the Kentucky’s Michael Minger Act [6].  Our diligence in maintaining reporting and security requirements set forth in these acts develops awareness of unusual or unwelcome behavior on SKCTC campuses.  SKCTC responds to incidents in a timely manner through our SKCTC Daily Report Log [7] that is published on the SKCTC Safety website [8].  Other safety reports are published on the website to keep all stakeholders aware of campus safety status.

Safety inspections are conducted semi-annually according to Kentucky Community and Technical College System and SKCTC procedures and policies [9].  Voluntary safety training for maintenance personnel as well as required OSHA training is conducted throughout the year [10]. Also annual fire inspection [11], annual sprinkler inspections [12], semi-annual fire drills [13], annual mandatory sexual harassment training [14], monthly fire extinguisher inspections, and annual safety inspections are performed throughout the district to insure the safety of all stakeholders.

SKCTC has further tried to insure the welfare and well-being of its students by entered into a contract with Appalachian Regional Hospitals to provide specific health services to all of its full time students for a required fee [15].  This service is unique to SKCTC and KCTCS and was secured to provide specific health services to students who, because of geographic and economic challenges, often have very little or no health benefits of their own.  

In summary, SKCTC takes regular steps to ensure and provide a healthy, safe, and secure environment for all members of its college community.
