NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE
Southeast Kentucky Community and Technical College (SKCTC) pursues externally funded grants to assist in the mission of the Institution. As demonstrated by a list of awards for the past five years, the College has been very successful in securing grants, with award totals increasing from less than $2.5 million in 2000-01 to more than $3 million in 2005-06 [1]. Grants support new initiatives, but also support areas which supplement the level and quality of service to students and student learning. The pursuit of grants is always in alignment with the College’s mission and goals, as outlined in the Institution’s Grants Operations Manual [2].
The College adheres to Kentucky Community and Technical College System (KCTCS) Administrative Policy 7.9, Soliciting, Receiving, Recording, and Administering Grants and Contracts for Sponsored Projects [3] and to Procedure 3.9 of the Business Procedures Manual [4] in the administration of grants. These policies and procedures outline the financial control that must be maintained in grants management and are strictly adhered to at the Institution.
All fund-raising activities—including grants solicitation and external fund raising--are coordinated through the office of the Assistant to the President. The College does not have a grants writer, choosing instead to allow individual units to initiate proposals for projects that they believe would advance their particular area and the College as a whole. In addition to seeking out grants, SKCTC also operates an Office of Development that solicits gifts to the Institution in support of established goals and objectives. Currently a major gifts campaign, Fulfilling the Promise, is underway at the Institution [5]. The College has raised $3.3 million in gifts and pledges toward a campaign goal of $4 million. College grant awards averaged over $2.5 million since FY2002. Administrative personnel follow grant guidelines to comply with all requirements of the sponsor.
The Grants Operations Manual references the understanding of responsibility and the special accounting forms and procedures for establishing grant accounts, as well as transferring and monitoring budgets.
In summary, SKCTC maintains financial control over externally funded or sponsored programs.
