  • Campus Security Authority Personnel

The administrative staff of Southeast Kentucky Community and Technical College, all meet the definition of Campus Security Authority personnel.  This includes, but is not limited to, the President, Academic Dean, Dean of Student Affairs, Dean of Business Affairs, Associate Deans, Campus Directors, Division Chairs, Student Organization Advisors, and Campus Security Officers.

  • Extent and Nature of the Enforcement Authority of Campus Authority Personnel

Campus security authorities have the responsibility for documenting crimes that they have personally observed or that have been reported to them.  Campus Security Authorities use the Southeast Kentucky Community and Technical College Incident Reporting Form to report any crime occurring on the campus or on property owned, managed or controlled by the College or any officially recognized student organization.  All crime reports made to a Campus Security Authority must be reported immediately to the respective Campus Office of Business Affairs.  Hearsay incidents of crime are to be documented on the Incident Reporting Form. However, only those crimes observed by a Campus Security Authority or reported by a victim, offender or witness of said crime are included in campus crime statistics.

  • Working Relationship of Campus Security Authority Personnel with State and Local Police Agencies

Campus directors and business office personnel maintain direct communications with appropriate police, fire and emergency medical response agencies in order to facilitate response in an emergency.  The campus Security Authority Personnel cooperate with local, state and federal law enforcement agencies, as needed, in investigating crimes that occur within Southeast Kentucky Community and Technical College jurisdiction.  Campus Security Authorities have established a procedure for receiving information regarding crimes reported to other local and state agencies with jurisdiction in the contiguous area of Southeast Kentucky Community and Technical College.  Not all agencies are able to provide this information.

  • Description of Information Programs

Information is published and disseminated regularly via campus-wide voice mail, email, flyers, posters, brochures, newsletters, and the campus newspaper.  The information disseminated may be special reports of incidents that may affect the safety or security of students, faculty, staff, or other clients of Southeast Kentucky Community and Technical College. The Dean of Business Affairs, Dean of Student Affairs, Academic Dean, and Dean of Operations will convene to determine if an incident warrants a special report. If warranted, a special report can be issued by any or all the means described in this report. The information may be a seminar or other instruction in how to prevent or report a crime.  Included in this information is an annual report giving the statistics of criminal activity that may affect our institutional population.

 

  • Campus Crime Log

The Office of Business Affairs on each campus maintains a crime log of all reported incidents, which is updated on a daily basis.  The summary of this crime log is available through the Internet at the Southeast Kentucky Community and Technical College web page (http://www.southeast.kctcs.edu/).  This information can also be obtained in print from the Southeast Kentucky Community and Technical College Office of Business Affairs.

  • How to Report a Crime

All criminal activity or emergencies at Southeast Kentucky Community and Technical College centers at Cumberland, Middlesboro, Whitesburg, Harlan and Pineville are to be reported directly to the local police department and to the center's staff.  The numbers for those departments are:

Southeast Kentucky Community and Technical College does not permit anonymous or confidential reporting of crimes.  All reported crimes will be investigated by the college and/or the local police department, and may become a matter of public record.


 

 

 

 

 

 

Security Awareness and Crime Prevention Program

Southeast Kentucky Community and Technical College offers a variety of information programs to inform students and employees on safety and security issues, including how to report and prevent crimes.  These programs are available upon request by student groups, employees or individuals.  Please call (606) 248-0138 for further information on these programs.  The programs include but are not limited to the following:

 

 

Student Orientation: A program that orients students to Southeast Community College services and informs them about general crime prevention and how to report crimes.

                               

Sexual Assault Prevention: A forum that provides students with information that can help protect them from sexual assault from strangers and acquaintances.

Drug and Alcohol Abuse Prevention: A forum that provides information to assist in preventing drug and alcohol abuse.

Assault Prevention: A program to inform interested parties in ways to protect themselves from assaults.

Property Protection and Engraving: A program that provides instructions to assist persons to protect their personal property.

Travel and Winter Driving Safety: A presentation of information that provides information on safety during travel and winter driving situations. Information on prevention of vehicle theft is also provided.

Community Notification Procedures

In the event of a serious incident requiring timely special reports to the Southeast Kentucky Community and Technical College institutional community, the following procedures will be used:
 

                                                       1.    Posted notices throughout the campus in public areas.

2.         Posted announcements on the Southeast Kentucky Community and Technical College web page                          

3.    Southeast Kentucky Community and Technical College voice                mail bulletins.

4.     Public media releases will be made via the Southeast Kentucky Community and Technical College Office of Public affairs.                                          

         5.    Notification of local radio stations for announcements.

      6.    Notification of WYMT-TV.

7.   Releases to the print news media in the service region.
