1 6020 Provide operational monies for th opening and maintenance of the new Academic/Technical Building in Whitesburg The opening of the new Belinda Mason Academic / Technical Building in Whitesburg will bring with it operational expenses in several areas, including utilities, communications, supply purchases and the hiring of personnel.  Presently, with more than 500 students, there are only two M&O / Custodial workers on this campus.  This operational budget is based on expenses incurred on other SKCTC campuses.

2 6016 Establish and staff an Office of Cooperative Education for the College The College offers a number of outstanding programs in the industrial technology area; however, few of the programs are tied specifically to business and industry in the region. While it was able--through internal reallocation--to create a cooperative education position last year, the majority of this individual's time is spent with area technology center in support of the institution's EXPLORE College programming.  In order to free the coordinator to spend additional time with business and industry, an administrative support position is needed.  By creating this position, the College will be able to operate this office more efficiently and meet the needs established in its strategic plan.

3 6024 Expand health sciences curricula on the Pineville and Cumberland Campuses The College has two positions in the allied health field that are now being supported by Title II C; these include an MLT instructor, and a laboratory assistant in the surgical technology program.  These need to be moved to a general fund account.  Moreover, needs assessment surveys have demonstrated the need for a paramedic program to serve our region.  SKCTC previously received $50,000 in state funds to purchase equipment for this program.  This request would allow our hiring both a paramedic and EMT instructors.  In addition, given the large number of allied health programs offered by SKCTC, we are proposing to create to half-time positions in  continuing education to work specifically with the health care agencies to provide a full complement of continuing education courses required by professionals in the field.

4 15135454 Improve administrative oversight of evening programs and enhance student services Evening and weekend programming on all SKCTC campuses is growing, especially in Middlesboro.  The College proposes to name an evening coordinator, who will be housed in Middlesboro, but will have responsibility for overseeing evening and weekend operations on all campuses with particular emphasis given to student access to needed services as well as safety concerns.  Moreover, a new evening position is needed on the Cumberland Campus, slit evenly between financial aid and records, and a half-time position evening position is needed for Whitesburg, not only to provide improved services for students but to also allow for separation of duties in the business office.

5 14112354 Expansion of technical education programming Over the past several years, the College has only been able to add or expand technical programs with funds from federal sources; in many instances these programs, while meeting minimum enrollment thresholds, have not generated enough tuition income to allow them to be continued beyond the relatively short duration of a grant program.  In many instances, it takes 4-5 years to build an enrollment base in technical programs.  However, given the fact that SKCTC has been unable to offer these programs for more than 2-3 years, it has often had to discontinue them.  This request is to make permanent positions in Information Technology, Electricity, and Cosmetology.  In order to maintain efficiencies, the IT will be split between Middlesboro and Whitesburg, while the Electricity position will serve both Harlan and Middlesboro.

6 6014 Expand Library / Technology Services to Harlan and Pineville Campuses; and make improvements to the Whitesburg Library following the Construction of the Belinda Mason Building During the consolidation of SECC and Cumberland Valley Technical College, it became apparent that library facilities / holdings on the Harlan and Pineville Campuses did not meet accreditation standards.  Moreover, given the large number of courses that the consolidated college now offers through ITV, a need has also arisen for technical support in the ITV laboratories at those two campuses.   After considering the need for personnel in both these areas, a decision was made to seek a technical support position for both campuses with the individuals chosen to fill these slots working in both the library and ITV laboratories on each campus.  Their services will be overseen by professional personnel from the College's library staff and from its technology department and supplemented by work-study  students.



With the completion of the Belinda Mason Building in Whitesburg, the campus library will need to be expanded; thus, additional shelving, carrels and seating will be needed.

7 6029 Build Southeast Educational Alliance Center - Two Phase Project in Cumberland / Middlesboro The 1998 General Assembly appropriated $.5 million to plan this structure for the Cumberland Campus, with the contract being awarded to Voelker Winn Architects, Louisville.  This multi-purpose building would allow the College to (1) expand its offerings in the allied health area, build on successful alliances with several colleges and universities offering baccalaureate degree programming, establish working relationships with agencies who now sponsor community development programming in the area, including MACED, Kentucky Highlands Investment Corporation, Center for Rural Development, and the Cumberland Valley Area Development District.  Moreover, space would be allocated for the KCTCS Center for Community Planning and Development, which would be an outgrowth of work begun through SKCTC's Rural Community College Initiative.  To date, approximately $1.4 million has been appropriated for this project by the Health and Human Services Administration in federal set-asides.



With the approval of KCTCS, SKCTC has contracted with Voelker Winn Architects to assess the possibility of the soon-to-be vacated Cumberland High School, located approximately .5 miles from the Cumberland Campus being renovated for use as the Southeast Educational Alliance Center.   Should it be found that the high school could be used for this purpose, the cost of the facility would be reduced from an expected new construction cost of $18,665,109 to approximately $10 million.  With federal funds of $1.4 million the actual renovation costs covered by state appropriation would be reduced to $8.6 million.  This would be Phase I of this project.



If this scenario proves to be realistic, SKCTC proposes to spend $8.6 million to expand the Applied Science and  Technology Building on the Middlesboro Campus, considering this addition as Phase II of SEAC.  This expansion would entail adding space for a variety of programming on the College's fastest-growing campus.  Particularly important will be the building of a program base for the offering of programs in support of the National Park Service.  This training program was made a part of the federal budget appropriation bill for FY 06.



These two structures in combination would advance the position of the College as well as that of KCTCS and would allow for construction efficiencies that would result in a considerable savings for the Commonwealth of Kentucky.

(4) To create and sustain a service-oriented College environment, responsive to the needs of the region.
Presently, the College does not have adequate space on its Cumberalnd campus to house programs in the allied health area, including occupational therapy, pharmacy technology, paramedic technlogy or emergency medical technology.  Nor does it have adequate space to house many of its continuing education functions, including its mine training program; to adequately house this program space is leased in the community. Moreover, on the Middlesboro Campus, space is unavailable in several student services areas, including academic support and tutotial laboratories, and like Cumberland, does not have adequate space in allied health as well.  Also, this would allow SKCTC to move several programs from its Pineville facility to the Middlesboro Campus. And finally, it would allow the College to undertake the special programming needed by the National Park Service. Y Space for specialized programming in Allied Health is not availble in either Cumberland or Middleboro. 



Presesently the College leases administrative space in Cumberland for many of its continuing education functions, including mine training.
All Allied Health Programs and Information Technology Programs would require specialized laboratories.



Spaces utilized by higher education consortium (including Lincoln Memorial University, Midway College, Lindsey Wilson College, Cumberland College, Morehead State University and the University of Kentucky) would require access to ITV facilities and computer laboratories.
8 6033 Renovate the Administration Building and implement an errosion abatement program on Whitesburg Campus In 2001, the Whitesburg Education Foundation, Inc. gave SECC/KCTCS the building that houses most of its classrooms and offices.  This structure, which was appraised at almost $2 Million, was renovated by the foundation in the late 1980's, and the College leased it until it was given to KCTCS.  The building needs to undergo a renovation to bring it up to state and federal standards as well as to comply with ADA requirements.

Promote excellence in teaching and learning Renovation Life and Safety 0 0 $600,000.00 $200,000.00 The effectivenes and quality of programs of day to day operations of the Whitesburg Campus will be improved by renovation of the donated building which houses classrooms as well as adminstration offices.  And the campus will be secured from possible permenant damage by putting an errosion abatement program into place. This sturcture, which was approaised at almost $2 Million, was renovated by them in the late 1980's, and the College leased it until ownership was turned over last year.  The building needs work in several areas.  The HVAC system needs upgrading, all classrooms need renovation, and the building needs to be brought into compliance with state and federal regulations. Y The HVAC system needs upgrading, all classrooms need to be repainted, carpet need replacing and the parking lot and acces roads need to be repaved.  The North Fork of the Kentucky River is gradually eroding campus grounds The library occupies a small area on the second floor of this building; space direclty under the library, which can be accessed by an elevator, will be renovated and become part of the LRC.  The computer laboratory needs to be reconfigured and brought up to date to allow for optiimum use.
9 15112732 renovation of Simulated (Mock) Mine on the Harlan Campus With the recent expansion of the mining industry, there now exists a need to expand mine training programs beyond current levels.  SKCTC has on its Harlan Campus a Simulated (Mock) Mine that has been allowed to deteriorate since it was built in the early 1980's.  This deterioration, due in part to a decline in a need for mining employees, has resulted in the building being closed.  Recent discussions with state mining officials have revealed a need for at least two such facilities in the state; we are proposing that one such simulated mine be located on SKCTC's Harlan Campus.  The College is now the state's leading trainer of miners.  Having this facility available would allow for program expansion and would allow for improvements in all instructional areas.

Enhance the economic and development of communities and the Commonwealth Renovation Program Expansion $1,000,000.00 $125,000.00 Presenlty, the minining industry in Eastern Kentucky is expanding rapidly due to an incrased demand for coal.  The renovation of this facility would allow SKCTC to develop state-of-the-art programming in support of mine training needs.  A simulated mine allows for a realistic training regimen to be devloped which gives a realistic base to underground programming.  This project would enhance the positon of the College and KCTCS by addressing a region-wide need. Presenlty, the structure which housed a Simulated (Mock) Mine exists on the Harlan Campus; however, has been allowed to deterioriate to the point that it is no longer usable.  Many of the electrical components, which are crucial to the operation of equipment, have been stripped from the facility, a portion of two interior walls have collapsed, and offices and administrative spaces, having been closed for several years, are in a bad state of repair. Y The College has no space comparable to that of the Simulated Mine; and no such space exits in the region. Electrical panels, containing multi-phased capacity transformers, access to wireless computer networks, simulated shuttle cars and loaders.
10 6019 Establish and draw from a resource pool that supports the college's need for equipment Campuses, division, and programs at SKCTC have all developed prioritized equipment lists, the total from which exceeds $1.65 million.  Given the current budget picture, it is unlikely that state funding will be available to provide any of these funds.  With that in mind, SKCTC will seek private donations--through the Fulfilling the Promise Campaign--as well as state and federal support to meet this need.  Initially, KYWINS funding will be sought to address an immediate need for an excavator to be used in the College's Heavy Equipment Program.

11 6023 Expand the general education program on all SKCTC campuses This request addresses needs for three general education instructors, all of whom will be given multi-campus assignments.  Specifically the request is for full time instructors in mathematics, art, and English.  The mathematics and art instructors will be split between the Whitesburg and Middlesboro campuses, while the English position will serve both Cumberland and Harlan.  The rationale is as follows:

The Whitesburg (500+ students) and Middlesboro (1,200+ students) campuses have one mathematics instructor each; neither has an art instructor.  Cumberland (1,200+ students has 2 full-time English instructor; Harlan (450+ students) has none.  If we are to keep viable general education programs in place, these personnel are needed as soon as possible.  Moreover, the mathematics and English instructors have developmental education assignments as well.  This is particularly important, given the large number of academically under-prepared students now enrolled at SKCTC.

12 6028 New Breezeway Entrance Building #1 Pineville Campus Southeast Community College’s Pineville Campus consists a single one-story building.  This building, which houses several programs in the allied health area as well as administrative offices, now has an entrance lobby that opens directly to the outside.  This creates heating and cooling programs and results in utility bills that are considerably higher than the average for other SKCTC buildings.

Built in 1968, Building #2 on the Harlan Campus, is one of the oldest buildings in the Kentucky Community and Technical College System.  With the exception of a modest renovation project now underway, very little has been done over the years to address safety and life concerns and to bring the building into compliance with state and federal regulations.  Moreover, new programs planned for the future will necessitate several functional renovations. 14 6031 Renovation of Mining Building on the Harlan Campus Built in 1980, the Mining Building, on the Harlan Campus is in dire need of general upgrade.  Much damage has occurred to the facility because of serious leaks that have existed for several years before roof replacement and repair.  Moreover, programmatic changes that have occurred over the years has meant that many classrooms and laboratories have had to be retrofitted -- in many instances leaving spaces poorly equipped for programs / courses now being taught.
