institution's EXPLORE College programming.
In order to free the coordinator to spend additional time with
business and industry, an administrative support position is needed. By creating this position, the College will
be able to operate this office more efficiently and meet the needs

surveys have demonstrated the need for a paramedic program to serve our
region. SKCTC previously received
$50,000 in state funds to purchase equipment for this program. This request would allow our hiring both a
paramedic and EMT instructors. In
addition, given the large number of allied health programs offered by SKCTC,
we are proposing to create to half-time positions in continuing education to work specifically
with the health care agencies to provide a full complement of continuing
education courses required by professionals in the field. and weekend programming on all SKCTC campuses is growing, especially in
Middlesboro. The College proposes to
name an evening coordinator, who will be housed in Middlesboro, but will have
responsibility for overseeing evening and weekend operations on all campuses
with particular emphasis given to student access to needed services as well
as safety concerns. Moreover, a new
evening position is needed on the Cumberland Campus, slit evenly between
financial aid and records, and a half-time position evening position is
needed for Whitesburg, not only to provide improved services for students but

the past several years, the College has only been able to add or expand
technical programs with funds from federal sources; in many instances these
programs, while meeting minimum enrollment thresholds, have not generated
enough tuition income to allow them to be continued beyond the relatively
short duration of a grant program. In
many instances, it takes 4-5 years to build an enrollment base in technical
programs. However, given the fact that
SKCTC has been unable to offer these programs for more than 2-3 years, it has
often had to discontinue them. This
request is to make permanent positions in Information Technology, Electricity,
and Cosmetology. In order to maintain
efficiencies, the IT will be split between Middlesboro and Whitesburg, while
the Electricity position will serve both Harlan and Middlesboro. SKCTC Goal: To provide technical programs, based on local, regional, and state employment needs, for students seeking immediate employment upon graduation. |

| 6 | 6014 | Expand Library / Technology Services to Harlan and Pineville Campuses; and make improvements to the Whitesburg Library followi | During the consolidation of SECC and Cumberland Valley Technical College,
it became apparent that library facilities / holdings on the Harlan and
Pineville Campuses did not meet accreditation standards. Moreover, given the large number of courses
that the consolidated college now offers through ITV, a need has also arisen
for technical support in the ITV laboratories at those two campuses. After considering the need for personnel
in both these areas, a decision was made to seek a technical support position
for both campuses with the individuals chosen to fill these slots working in
both the library and ITV laboratories on each campus. Their services will be overseen by
professional personnel from the College's library staff and from its
technology department and supplemented by work-study students. With the completion of the Belinda Mason Building in Whitesburg, the campus library will need to be expanded; thus, additional shelving, carrels and seating will be needed. | 7 | 6029 | Build Southeast Educational Alliance Center - Two Phase Project in Cumberland / Middlesboro | The 1998 General Assembly appropriated $.5 million to plan this structure
for the Cumberland Campus, with the contract being awarded to Voelker Winn
Architects, Louisville. This
multi-purpose building would allow the College to (1) expand its offerings in
the allied health area, build on successful alliances with several colleges
and universities offering baccalaureate degree programming, establish working
relationships with agencies who now sponsor community development programming
in the area, including MACED, Kentucky Highlands Investment Corporation,
Center for Rural Development, and the Cumberland Valley Area Development
District. Moreover, space would be
allocated for the KCTCS Center for Community Planning and Development, which
would be an outgrowth of work begun through SKCTC's Rural Community College
Initiative. To date, approximately
$1.4 million has been appropriated for this project by the Health and Human
Services Administration in federal set-asides. With the approval of KCTCS, SKCTC has contracted with Voelker Winn Architects to assess the possibility of the soon-to-be vacated Cumberland High School, located approximately .5 miles from the Cumberland Campus being renovated for use as the Southeast Educational Alliance Center. Should it be found that the high school could be used for this purpose, the cost of the facility would be reduced from an expected new construction cost of $18,665,109 to approximately $10 million. With federal funds of $1.4 million the actual renovation costs covered by state appropriation would be reduced to $8.6 million. This would be Phase I of this project. If this scenario proves to be realistic, SKCTC proposes to spend $8.6 million to expand the Applied Science and Technology Building on the Middlesboro Campus, considering this addition as Phase II of SEAC. This expansion would entail adding space for a variety of programming on the College's fastest-growing campus. Particularly important will be the building of a program base for the offering of programs in support of the National Park Service. This training program was made a part of the federal budget appropriation bill for FY 06. These two structures in combination would advance the position of the College as well as that of KCTCS and would allow for construction efficiencies that would result in a considerable savings for the Commonwealth of Kentucky. Presently, the College does not have adequate space on its Cumberalnd campus to house programs in the allied health area, including occupational therapy, pharmacy technology, paramedic technlogy or emergency medical technology. Nor does it have adequate space to house many of its continuing education functions, including its mine training program; to adequately house this program space is leased in the community. Moreover, on the Middlesboro Campus, space is unavailable in several student services areas, including academic support and tutotial laboratories, and like Cumberland, does not have adequate space in allied health as well. Also, this would allow SKCTC to move several programs from its Pineville facility to the Middlesboro Campus. And finally, it would allow the College to undertake the special programming needed by the National Park Service. | Y | Space

2001, the Whitesburg Education Foundation, Inc. gave SECC/KCTCS the building
that houses most of its classrooms and offices. This structure, which was appraised at
almost $2 Million, was renovated by the foundation in the late 1980's, and
the College leased it until it was given to KCTCS. The building needs to undergo a renovation
to bring it up to state and federal standards as well as to comply with ADA

in part to a decline in a need for mining employees, has resulted in the
building being closed. Recent discussions
with state mining officials have revealed a need for at least two such
facilities in the state; we are proposing that one such simulated mine be
located on SKCTC's Harlan Campus. The
College is now the state's leading trainer of miners. Having this facility available would allow
for program expansion and would allow for improvements in all instructional
areas. both Cumberland and Harlan. The rationale
is as follows: The Whitesburg (500+ students) and Middlesboro (1,200+ students) campuses have one mathematics instructor each; neither has an art instructor. Cumberland (1,200+ students has 2 full-time English instructor; Harlan (450+ students) has none. If we are to keep viable general education programs in place, these personnel are needed as soon as possible. Moreover, the mathematics and English instructors have developmental education assignments as well. This is particularly important, given the large number of academically under-prepared students now enrolled at SKCTC.
